　　項目設計規(guī)模為日處理污水9萬噸，現已建成日處理污水6萬噸污水處理廠1座，屬國債投資項目。項目占地面積114畝，采用雙溝式氧化溝工藝，包括厭氧池、氧化溝、二沉池、污泥處理設施及綜合樓和污水處理全自動控制設備等內容。

　　九、財務評價：

　　平陽縣污水處理廠總投資10800萬元，2003年底已完工，并進行試運行?，F在在崗人員40人左右，該工程形成固定資產9000萬，無形資產1000萬元，根據試運行費用進行測算，要保持處理廠正常運行，年經費約需600—700萬左右。

6. Background and Construction Condition: This project is to deal with the problem of living and industrial sewage treatment in Kunyang Town, Aojiang Town and Pingyang Economic Development Zone which is 30 sq. km and to improve the investment environment of the region.

7. Progress of the Preparatory Work: This project has been completed in June 2003. Now it is in trial operation.

8. Construction Scale and Target: The capacity of the project is designed to be 90 thousand TPD. A 60-thousand-TPD sewage treatment plant has been constructed and is the project of treasury bond investment. The project covers an area of 114 mu and has the full automatic sewage controlling devices and the processing facilities of oxidation technology such as anaerobic ponds, oxidation channels, sedimentation ponds and sludge treatment facilities.

9. Financial Estimation: Total investment is ￥108 million yuan. This project was completed at the end of 2003 and has been put into service. At present it employs about 40 staff and workers, with ￥90 million yuan as permanent assets and ￥10 million yuan as intangible assets. Calculated by the expenditure of the trial operation, the yearly cost should be about ￥6~7 million yuan in order to have a failure-free operation.
